Keynote Address
Malachy Hargadon, Environment Counselor for the Delegation of the European Commission to the United States.  Mr. Hargadon has served as Assistant to the Director-General of the Directorate-General for Environment in the European Commission in Brussels, and has been liaison to the European Parliament and the EU's Council of Ministers on all aspects of transport and environment policy.  He was responsible for policy coordination within the European Commission, including the adoption of the EU's 6th Environment Action Program in 2002.  Mr. Hargadon is a graduate the London School of Economics and also attained a Masters degree in environmental policy from the UK's Open University.

Duties for SMEs in the supply chain under REACH

Panel Discussion on Operating effectively as a non-EU entity within SIEF and Consortia framework
After the pre-registration period ends on December 1, 2008, the Substance Exchange Information Forums (SIEFs) will become operational.  As a non-EU entity, exporters may participate indirectly in the SIEFs through Only Representatives, and directly only as data holders.  At the same time, much of the work of compiling the joint data dossiers will be performed by consortia and many of these consortia will not assign voting rights to non-EU entities. Herb Estreicher, J.D., Ph.D., Chemist and Senior Partner responsible for REACH, Keller and Heckman LLP will lead this panel to discuss mechanisms by which a non-EU entity can operate effectively in the SIEFs and consortia.
